Planning and Zoning
The City of Heflin Planning and Zoning Board meet the second Monday of each month at 6:00PM at City Hall.
The Planning and Zoning Board is a 9-member board - 1 council member and mayor, 1 city administrative and 6 members appointed by the Mayor and City Council. Each member serves a 6-year term with the exception of elected officials who serve until the expiration date of their elected term and the administrative person appointed by the Mayor and Council. All inquiries about Planning and Zoning should be directed to the City Clerk at P.O. Box 128, Heflin, AL 36264 or at 256- 463-2290.
The powers and duties of the Planning and Zoning Board are set out by state law and by local ordinance. The Board is responsible for the compilation and adoption of the City’s Comprehensive Plan, Subdivision Regulations, development and implementation of the City’s Zoning Ordinance. The Board also makes recommendations to the Council on all zoning matters and on annexations.
Many of the issues that the Planning and Zoning Board must hear require public notice prior to the hearing and meeting. The cut-off date for submitting items for the agenda are as follows:
- Zoning Change – Minimum twenty-one (21) days in advance of the meeting date.
- Subdivision – Minimum ten (10) days in advance of the meeting date.
- Annexation – Minimum ten (10) days in advance of the meeting date.
To be included on the agenda of the Planning and Zoning Board, please have all requests to the City Clerk on Thursday at Noon prior to the meeting on Monday.

Board of Adjustments
The City of Heflin Board of Adjustments is comprised of 5 regular members and two Supernumerary members. The Board of Adjustments hears requests for administrative appeal, interpreting zoning boundaries, special exceptions, and variances. The Board of Adjustments meet as needed and all meetings are open to the public and held at the City of Heflin City Hall. Animal Control
The City of Heflin has a PT Animal Control officer. The City partners with Randolph County Animal Shelter to house any strays that are picked up within the City of Heflin.
The City requires that all pets have a pet permit and rabies shots tags. Pet Permits may be purchased at Heflin City Hall for $5.00.

Industrial Development Board
The City of Heflin Industrial Development Board was created in 2008 and is made up of a board of seven citizens appointed by the City’s Mayor. Our mission is to attract and assist new industry, retail business, and other positive economic development projects to our community as well as provide support to our existing businesses both in the City of Heflin and throughout Cleburne County.

Waterworks & Sewer Board
The City of Heflin Water Works and Sewer Board consists of a 5-member board appointed by the Mayor and City Council. The Water Works and Sewer Board meets on the Third Monday of each month at the Water Works and Sewer Board offices located at 1219 Almon Street, Suite F, Heflin, AL.
